I have used Flex-Watt heat tape in both my snake racks as well as my fermentation chamber for years and it works great. Its great because it is really low wattage, and is easily attached to a thermostat. Rich at reptile basics is a great guy to boot.

I have a ceramic heater with fan, works very well and the fan helps move the air around it was about $18 on amazon.

The best thing i have found to use is a water bed heater. not sure where you can purchase them cheaply. Might be able to talk to some local delivery guys at a bed store, but one should do ya. they are 350W and very thin, i have mine attached on the wall of my frim box. works well.....
