Help Converting from 10 gal to 5 gal

Found this and want to make it in a 5 gal batch. How do you convert it? Can you just cut it in half?

4.5LBS extra light DME
6.6LBS Munich LME
3LBS peated LME malt extract ???? [is this really 1000 years old]

steep
1.75LBS crystal as noted above
1OZ Chocolate malt
[their mash efficiencies from the recipe were so bad you can probably use mash amounts 1.375LBS and .5OZ respectively]

1 2/3 OZ NB
1/2OZ Saaz
1/2OZ StG
1/2OZ MtHood
1/2OZ StG
1/2OZ MtHood

9.25 gallons [fermenter ? or boil ? say 10+ boil 9.25 fermenter]

will get you to the mid 1.060's OG at 9.25Gal in the fermenter
 
I'm as new as one could possibly be, but if its a 10 gallon and you want to do 5, I would imagine it would scale down to any ratio you wanted it to me..

I just didn't know if everything does. Like in cooking you don't just double the salt. So with hops is it like salt in cooking?
