Having trouble adjusting my Kegco 3-roller mill

I have some angled feeler gauges, but I can't get the gap to be the same on both sides of the roller. One side is always tighter. I have four pairs of gauges that add up to .030" so I can feel out all four corners at the same time, and they just don't match.

At about .025" gap on the wider side, the rollers will touch on the tighter side.

What is the trick to this thing?

EDIT TO ADD: Wait, do I only have to adjust the gap between the bottom roller and the driven roller? That would make sense.
