It looks like the hydrometer is encased in something. Does it have a case stuck to it?

I was thinking it looked like it was being held down with a racking cane or a siphon but I didn't want to say anything.

Test out your hydrometer in water. Then pull a sample of your beer and check it outside of the demijon. My money is on a busted hydrometer.
