An HBT search for the term, beerlabelbuilder, turns up a handful of threads. Doesn't look like anyone's ordered. Seems as if most folks design the label, then print the image on a home computer.

Hi - there are a few label builder sites out there. I have ordered from most, but not that one. If they don't work out for you there is also grogtag.com. Full disclosure though- I am one of the creators, so I am biased. Our system is entirely automated so it will get printed and shipped in 72 hours even if we are out drinking. There is also beerlabelizer which I have had good results with and it is free ( you have to print them yourself though).
