I brewed a john Palmer APA and the kit states OG 1.056 and FG at 1.013

I got a OG of 1.059 and a week 1/2 later (today) I have a FG reading of 1.020.

I maintained temp with the evap method. Should I be concerned??? Do I need to pitch more yeast?
 
That seems a little high. You can try adding another pack of dry yeast and giving it another week to finish up.
 
It didn't finish very well. It will be pretty sweet if it doesn't drop further.
Many extract kits have a hard time finishing under 1.02, especially if you boil the extract.
More yeast won't do any good, you can try rousing it (stir gently, no splashing) and/or raising the temperature a few degrees.
 
Some yeasts finish the last few points very slowly especially if fermented too cool. Some English yeasts will drop out to fast when fermented cool. Raise the temperature a couple of degrees as @enkamania said and give the beer more time.
