Could have been planned and purchased pre-covid with travelers in mind

Looks like a luggage handle wrap to me. Is the other side neoprene?
I haven’t seen any other Bell’s 35th anniv gear anywhere (besides special expo stout beer), so that is cool in its own right!

This little item is a wrap for the handle of a suitcase or backpack. We thought some subtle bling that could wrap on the handle of just about anything would be a fun different way to go. Joke is on us that the luggage tag did not come with a tag explaining what the heck it was! Thank for checking in, sorry it was unclear
