"Floaters" in new Star San batch?

I have searched the thread but I am unable to find the answer, so I thought I would ask my Noob question about Star San. This is my first time using Star San as I admit, I do "fear the foam" and the word "acid" on a product I will be ingesting. Irrational as it may be.

Today I plan on bottling, what has been a "trying" batch to say the least, and I mixed up a be brand new 2.5 gallon batch of Star San in a food grade container yesterday. Filled it until the foam went to the top and let it sit until this morning to finish topping it off to achieve the correct mixture. This morning I add water and I see what can only be explained as "floaters" in the container? Like I would expect to see with a powder?

Is this a "normal" occurrence and it just needs to be shaken up? Forgive me if this has been covered. And for the Noob paranoia.
 
No, not normal in my experience. Are you sure the bucket was clean? Could it have had a liquid that dried in it and then dislodged after soaking?
