I brewed a pale ale 2 weeks ago and the last 2 days I checked the gravity, both days it was 1.011. But when I looked in my fermentation bucket I could see it is still bubbling slightly. Is it ok to keg now or should I wait a little longer.

If it's still bubbling I wouldn't touch it (of course if you put any pressure on that lid it can bubble due to just that)..
After 2 weeks though I'd say it's done............

1.011 sounds like a pretty good FG for a pale ale, especially if it was stable for two days. Sounds like it's done. The bubbles you're seeing are probably just a little CO2 coming out of solution. That being said, it certainly won't hurt it to leave it in the fermenter another week- it will only benefit from doing so. I leave everything in the fermenter for three weeks minimum, and usually a month.
