Does 74 on the outside of the Ferm bucket means I maybe brewing my IPA to high? I want it to be dry and a good body and way less fruity.

If so, does anyone have good ideas for lowering temps while in that fermentation stage.

What yeast strain and what temp does it suggest? If you want to lower temp, search swamp cooler.
 
What yeast are you using? Some are very temperature sensitive and produce fruity notes at higher temps. Some are relatively clean at a pretty wide range of temps. 74 is pushing it for most yeasts for an IPA style and is on the upper range of even most of the clean ale yeasts.

In terms of cooling - turning up the AC is easy. Putting the fermentor in a tub of water works - just add some ice periodically to keep the temp down. Putting a wet towel over the fermenter and pointing a fan at it will cool via evaporation.
 
If you plan to do much brewing, a used cheapo spare fridge (even a smaller one if need be) and a temp controller are a Godsend. Being able to dial into exact temps with the push of a button has been some of the best money I've spent on this hobby.
