In general if one waits until fermentation stops to transfer to secondary, how many more points will the SG go down by after a couple weeks in the secondary? or should I expect the SG to remain about the same?
 
It should probably drop by 0-2 points, although it may have finished fermenting, as you transfer to secondary you stir the yeast up a bit and so it will probably start feeding if there are any sugars left that it can break down.

I've had beers that were finished fermenting (i.e. consistent readings 2-3 days in a row) drop another point or 2 after transferring to a secondary (which I don't usually do unless I'm dry hopping)

I think the additional point or 2 I've dropped is probably from the stirring of yeast and introduction of oxygen from the transfer and hop addition.

Also, my dry hops are usually between 12-14 days long.
