So, I decided to take a stab at making a refreshing but very citrusy summer beer.

3.3lb Breiss Weizen Extract
1lb Flaked Oats
1lb Torrified Wheat
2lb White Wheat

Boil:
1oz Citra @ 15
1oz Citra @ 5
1oz Citra @ 0

Yeast:
WLP400

Secondary:
Citric Acid 2oz
Bitter Orange Peel 1oz
Several sliced oranges


Just burn this one to hell, probably!
 
What yeast are you thinking?

Despite the name, I personally don't find citra to be as citrusy as some other hops. It is still great for a summer beer, don't get me wrong, but it's more tropical (mango) to my palate. If you want citrus, you could at a minimum consider blending in some amarillo, cascade, or summit, which are all often described as citrusy.

I'm slightly out of my depth here, but I think that the white wheat on its own (2 lbs) won't have enough enzymes to convert the flaked oats and torrified wheat. You might consider adding in a pound of six-row, which has very high enzyme content.

I also don't have any personal experience using whole citrus fruit in the secondary, but I think people describe the flavor of fermented oranges or juice as unpleasant. So be careful with that. Either way, if you are actually adding citrus, wait to add the acid until bottling time, so that you can tweak the acid to the level you want.
 
Second motorneuron on the need to mash the wheat and oats. Without enzymes, you'll get a gloppy texture. You can mash it with some two-row, maybe a pound or two, which will have a lighter flavor and color than six row.

This looks a lot like a witbier, which is an excellent choice for summer beer and citrus flavor. You might look at Toecutter's Blood Orange Witbier to see how he handles the fruit. You could also add some other spices (e.g. coriander, black pepper or grains of paradise), if you had a mind to do so.

WLP400/Wyeast 3944 Celis White would be outstanding in this, I think. But any Belgian-ish wheat type yeast would work great, I think, from Fermentis WB-06 to Forbidden Fruit.
