Electric heating element short?

no its not ok for the electrodes to touch. this is a short circuit. the part that heats up has a higher resistance than the bare electrode to electrode touching. all of the electricity will go through the short in the electrodes and probably either blow the circuit breaker or start a fire in your walls somewhere.
 
True, true. I've been waiting to tell you all that I'm a licensed electrician, but I know how sensitive giving electrical advice can be here.
