Double Row Terminal Block

I am wiring my HERMES control box. I have a 4 wire cord coming into the box, split into 4 Terminal Blocks. I have nothing happening. I test continuity of all the terminal blocks and only one has it the other three only have it screw to screw. Basically the one that is working, the ground, is passing. All other blocks only have continuity between the screw opposite it, the bar is not passing.

Post a wiring diagram or a picture, preferably both.

Sounds like you may need jumpers across the input terminals.
