Do I need a Starter for my Conan?

So I ordered Giga Vermont yeast off morebeer about 2 weeks ago and it came to me warm, I should have checked if it was going to arrive cooled. Since it was in warm temps for about 4 days until I got ti here and threw it in my fridge should I make a starter with it?

I would make a starter with the yeast. Use this pitch rate/starter calculator for starter size and estimated viability. Add at least a 10% viability loss due to the warm shipping.
