Will hops send out lateral shoots? Or are these the start of cone production? I ask because its still early in the season so kinda seems unlikely to be cones, also its a first year Columbus plant and is only about 4 feet long. Any wisdom from seasoned growers is appreciated
 
Yes, bines will generate laterals, once the sun cycle tells them to, or if the leader is damaged.
Different strains will start laterals at different points, and laterals themselves can be different (eg: Chinook and Cascade are long, Centennial are stubby)...
