I went through my regular routine of cleaning bottles in bleach water and hanging on the bottle tree overnight before then sanitizing the bottles in the dishwasher the next morning and bottling several hours later. A few days later I discovered my sanitize function on the dishwasher is no longer working (heating element is broken so it no longer super heats the water). Would that put my beer at a high risk for infection? Has anyone got by using clean (but possibly not sanitized) bottles?

This is a numbers game but they are in your favor. Odds are you'll be fine as long as you aren't aging the beer.

I sanitize with bleach and then rinse with tap water. Any bugs in there will be killed by the already fermented beer. Especially if your ABV is higher.
