Is it correct to say that if I end up with a higher than expected OG and lower boil volume I can add boiled water and dilute the batch?

Yep. Just like brewing an extract batch where you add water to the fermenter after making your wort. Go easy though. The gravity will drop faster than you think and you could overshoot where you want to be.
 
Yes you can.
Rather than adding boiled and chilled water, I typically add a couple / few bottles of spring water.
If you buy by the case, water is pretty inexpensive to avoid the hassle of boiling and chilling.

I figure bottles water is fairly “clean” :)
