I made a starter, refrigerated it, but I am not sure how much liquid to dump out. Is the white stuff on the bottom the settled yeast, and that's all I care about?
 
I usually dump out almost everything, leaving maybe a couple of tablespoons behind to swirl the yeast back into suspension.
 
Yes, the white stuff at the bottom is yeast. I usually decant until there is ~1L remaining then pitch that in the wort.
