It is the amount of liquid that is left when you have drained everything you can out of it. MLTs that have a dip tube have more than those with a central bottom drain (almost zero deadspace).
 
It's my understanding that dead space in an MLT refers to the volume below the false bottom. This is somewhat of a misnomer IMO. I circulate the wort with a pump, so the liquid below the FB is not really any different than the liquid portion of the mash above it. In any case, the dead space volume is of little concern to me. Any wort left behind when draining the MT contains only a trace of sugar and it's not worth worrying about at all.
