This would definitely work. Just a few quick points:
*I don't know the enzymatic power of malted rye off the top of my head. I'm not 100% sure that it will be able to convert an equal quantity (the 1 lb) of flaked barley, though. If you want to be sure, you should either find someone who knows, or add in another pound of something malted (e.g. 2-row) that has enzymes (and cut the ME accordingly, so as to keep OG the same).
*For my taste that's a little high on crystal. Totally up to you, though.
*I would also consider adding a little something for malt or toast backbone--e.g. use some Munich, or biscuit or aromatic or victory, to get a little more character.
*Hops: summit is quite potent as a bittering hop; what are your calculated IBUs? Also, fuggle is not a standard APA flavor/aroma hop. Not that that means you can't use it, but it's a little unusual, and it won't give your typical APA characteristics. If you want something "spicy" or floral to go with the rye, you might consider using a noble hop instead.
