Will my loose dry hop additions sink to the bottom of fermenter while cold crashing?
In my experience, yes. I used to cut the corny spear an inch or so off at the bottom, and drove everything under CO2. The beer was bright after a day or so at 35F.
 
As I haven't used whole flower since I stopped growing my own in 2014, I refer to pellets, and they will definitely, eventually, sink to the bottom, even if they're pulverized prior to adding to the fermentor. I can reliably get them to drop by the time the beer hits 50°F...
