Cleaning Advice for Rogue IIPA Fliptops?

The title pretty much sums it up. My brother has two 750ml Rogue IIPA fliptops, made of a ceramic or pottery type material. Can this bottle be cleaned with Oxy? Can it be soaked (since the bottle itself has several months of dust and growth (?) inside)?

Any advice is greatly appreciated!

Ceramic is a pretty durable material so I can't foresee any problems soaking it in oxyclean. The brewery wouldn't have used them if they couldn't sanatize before filling.
