carbonation level and bottling?

when in a plastic pail or a carboy..does the beer get and stay carbonated while its being bottled? or is the beer flat at the time of bottling?

also if the beer is somewhat carbonated and you prime the batch
before bottling will it gush or explode...?

You should be using an airlock, so the CO2 generated by the yeast during primary fermentation vents out. When you add priming sugar, you are giving the yeast more food so it's the CO2 generated by the yeast while it's in the bottle that carbonates your beer.

As long as you wait until primary fermentation is completely finished before bottling, and you use the proper amount of priming sugar, you shouldn't have bottle bombs.
