Carb/Foam problem in Oktoberfest

I have an issue with an Oktoberfest and carb/foam. When my Oktoberfest was done in the secondary, I put it into my keg and turned the CO2 up to 30 and left it for a week. Two days ago I turned it down to around 8 and let it sit for a day. I went to tap it and now all I get is foam. When I tasted it after it settled down, I can tell that it's not even carbonated. I then left it unattached for a day and continued to purge it and it is still all foam. I can see that there is some carbonation in the beer. 1) What should I do to resolve this issue? 2) I made a beer gun and would like to bottle some to take with me tomorrow, is it possible to fix my foam problem and carbonate by then?
 
I think I just read my problem. Overcarbed in the keg and under carbed in the glass. I think if I just let it sit and continue to purge it I should be fine. Let me know if that's what you are thinking.
