I've got a bunch of Vienna, and both are 3.5L. What would the outcome likely be?
 
Notes from beersmith...
Kiln dried malt darker than Pale Malt, but not as dark as Munich Malt
Imparts a golden to orange color to the beer.

I would try it. May get different malt flavor due to the kiln process.
 
A little more of a malty flavor with the Vienna. Nothing wrong with that, as long as you like Vienna.

ETA: Oh and FWIW, I've used both (Vienna and Briess pale ale malt) as an IPA base and both were fine.
 
Should be delicious. Da Yooper's Pale ale uses 2-row, Vienna and Munich. Awesome...
 
SRM was like 6-8 as I recall. Grain bill was as follows...

5 pounds pale malt
3 pounds vienna malt
2 pounds Munich malt
1/2 pound crystal 20L
1/2 pound crystal 60L
 
It should be good, but it still won't save an IPA. :)
