I'm thinking set my fridge at 40 for fermentation and crank it to 35 to lager?

Or is it not worth doing without a temperature controller?

It's harder w/o a temperature controller, but you can do it. You'll need a diacetyl rest to be safe, so after 2 weeks or so in the fermenter, take it out of the fridge and let it sit for a couple days. Then back into the fridge as warm as it will go and turn it down a bit each day until you hit 35 deg. It won't be exact, but you should still come out with something pretty good.

It would be pretty difficult. Best option would be to build or get a temperature controller and use your fridge in conjunction to save the waste of effort and supplies on what would more than likely turn out to be a sub-par attempt due to not being able to maintain proper temps.
