Can I dry hop like this?

I don't want to dry hop the whole batch cause I might not like the dry hopped version

Can I pour some sterilized water into a sanitized bottle in which there are hop pellets, let them soak for 3 days then filter the hop water and pour it into the beer?
I don't have a CO2 tank so dry hopping into the fv is not really an option

Something similar can be done using “Hop Tea” or hop extract to flavor individual servings or small portions of your batch. You might search for those terms to see the process others have used.
