Bru'n Water Kettle additions

There are a couple of instances in Bru'n Water where it mentions the option of adding minerals to the "kettle" versus the mash. Is this referring to adding to the mash water prior to adding the malts and mashing in, or adding to the HLT when preparing mash and/or sparge water? Thanks!

The kettle. Where you boil wort and add hops. That "kettle."

It means adding the minerals at some point in the boil. When is up to you.
