Broken regulator?

so this is weird but the beer is coming out extremely foamy and it seems really over pressured. I turned the valve all the way down to where it should be zero and pulled the bleed pin and the needle jumps right back up to 4 lbs and i'm still getting 4/5 pint glass of foam. The regulator is only a few weeks old so i'm wondering if its defective. Also, i suppose its woth noting that the high pressure gauge is almost at zero itself (although its only been not even a full keg) so it looks like i need to refill the co2. Anybody have any ideas?
 
Sorry...not smart on the regulator stuff, but this was my experience.

I went through 2 kegs of foaming issues...typically had to dump the first pour. I was new to kegging so I finally decided to do something about it. After research and certain that my CO2 was right, I went to beer line and tap. Come to find out, my beer line had a small spec in it (beer stone I think) and my tap needed cleaning.
