For bottling I usually rinse the previously used bottles out and try to make sure there is no funk in the bottom. Then I rinse in a "one step" sanitizer solution for a few minutes.

After this, I bottle. Is this a good practice?

My bottles always seem to have a white film on them from the sanitizer I believe.
 
Bottles that have a white film on them, will have a white film in them. May seem unusual, but taste the sanitizer to see if you really want that in your beer.

Unknown bottles, those which are new or haven't been rinsed immediately after pouring, I would soak in a solution of PBW, for two hours, to remove possible residue. Rinse in warm water to finish cleaning, rack for drying. Bottles that you have rinsed will only need to be sanitized, if they were stored dry and clean.
When prepping on bottling day use a solution of Starsan to sanitize, rack upside down to drain, and fill while the bottles are still wet with the sanitizer.
