I waited a few weeks to carbonate my cider...didn't have the room to bottle, so left it in the fermenter. I added the sugar in the right dose, put the lid on, and waited a week. There is no secondary fermentation going on.

I'm not sure what to do now...maybe fire up another batch of cider and inject a dose of the live fermentation into every bottle? Any thoughts?

The secondary fermentation is probably going so slow you can't see it. I wouldn't of started a secondary fermentation outside the bottle. It will only raise the abv. If you want to bottle carb start by taking a gravity reading. If it's finished dry around 1.00 than add your priming sugar and bottle.
