Does longer time in bottle improve clarity / flavor for all beer? Or just certain types ?

You need to give at least two weeks for any style to carb up. After that, it depends on the style. Hoppy beers and a lot of wheat beers are generally better young, so when they're carbed you can generally begin drinking them. Most other styles I find benefit from a bit longer in the bottle. High abv beers are generally going to require longer aging periods than lower abv beers.

As far as clarity goes, give them a week or so in the fridge before you drink one and clarity should improve.
 
Pretty much what Bram said. Beers such as RIS and barlywines benefit from aging. Not saying that some of these beers cannot be enjoyed young, aging gives way to more flavors being developed.
I have noticed giving my beers an additional 2 weeks post kegging helps the flavor improve and doesn't have a "green" flavor. Again, my observation
