That's an interesting theory DD2000GT, and I bet you're on to something. With low lake levels bacteria thrive more and they may have to treat the water more aggressively.
As for that RV filter, I notice that my IPA's taste crisper (more crisp??) than before, so it has some benefit, BUT it doesn't eliminate everything. It's an inexpensive filter to help remove SOME nasties from the water, but certainly not all. I've found that I benefit from this filter for the beers I make most often. For the lagers I do, I almost always build it from RO though.
