my county has been doing this for over a year now. i have a friend working for whatever office tracks water quality and she says the main reason they don't advertise this is because the public would freak out if they knew how much authorities learned from sewer effluent (fear of big brother, etc.)...

To be fair, Leek isn't part of Stoke, it's a small market town in the Peak District (with a notable beer/pub culture). It's a world away from Meir which is more your classic rust belt (or "crocks" belt I guess, since it used to be potteries) district.

I can sympathise with the angst against BMW drivers though...
