Brewing books, besides the ones mentioned by ian-atx: Yeast by JZ and Chris White and Designing Great Beers.

I'm still sticking with my refractometer as the best money spent on brewing so far. Sure it's only one measurement, but it makes my brew day that much easier...both extract and AG.
 
Brewing books are a great choice. I thoroughly enjoyed Mosher's Tasting Beer, but it's not really so much about brewing as just appreciating beer.
 
Or, if you don't already have one, you can get a subscription to BYO magazine. Or she can pay your dues for a year to a local homebrew club?
 
What do you think would be the most useful thing I should ask for that would be $30 or less?

I've been married close to 25 years now. To the same woman. If this was me, I'd ask for her to gift me the ingredients to HER favorite beers.

1. She's happy, she got you a gift.
2. She's happy, she gets her favorite beers.
3. She's happy, she knows you care enough to do something like this.
4. You're happy, you're brewing.
5. You're happy, she's happy.
6. You're happy, she's getting drunk.
7. You're happy, you just made her happy, if you know what I mean....
8. You're happy, because when she asks why you're not drinking the beer you made her, you say, "I don't really care for this type." And she says, "Why don't you order something you do like." FTW!
