Wondering what you all think of this recipe.

BELGIAN PALE ALE

3 POUNDS PILSNER DME
3 POUNDS PILSNER LME
1 POUND 2-ROW BARLEY
1 POUND FLAKED OATS
1 PACK BELGIAN SYRUP
1 OUNCE SWEET ORANGE PEELS
1 OUNCE AMARILLO HOPS
1 OUNCE SAAZ HOPS
1 PACKAGE OF YEAST

1. Put 2.5 gallons of water in pot.
2. Add 1.5 lbs. of DME
3. Start boil and stir until DME is dissolved.
4. Once boil has started, steep grains and oats for 35 minutes. Do not squeeze bag.
5. Add LME. Stir until dissloved. Do not let it burn on the bottom of pot.
6. Once water is boiling again, add rest of DME. Stir until dissolved.
7. Add .5 oz. of Orange peels.
8. Add Amarillo hops. Boil for 30 minutes
9. Add Saaz hops, Belgian Syrup, and rest of Orange peels. Boil for 15 minutes
10. Treminate boil and cool wort.
11. Add water to bring it to 5 gallons.
12. Pitch yeast and aerate.
13. Store in cool place.
14. Rack in one week. Bottle in two weeks.
 
No need for the pound of two row. That needs to be mashed to convert it. 30 min isn't enough to do this. I would take that out and add 1/2 lb of carapils to help with head retention.

80-90% of conversion occurs within 15 mins
