Beer won't carbonate

Well I'm a complete n00b to kegging and having a beer carbonate over night or in minutes (from what i have heard) sounded pretty darn good. So i followed the steps to quick carb in 24 hours and the beer is barely carbed at all.

These are the steps I'm taking:
- Take beer coupler and put that on the gas line
- Connect gas line with beer coupler to "Out" post
- Set gas to 30 PSI and open valve. I can hear the gas flowing through the golden goodness
- Set the keg on it's side with the "Out" post facing up and shake for 15 minutes with the line still attached
- Put keg back in fridge and disconnect line and do not release pressure.
- Wait 24 hours and alakazam there should be nicely carbonated beer coming out

Now this should be pretty carbonated but there is currently next to none. I don't hear any leaks and when I release the pressure to hook it up there is a pretty good "pssssshhh" so i dont know! Any suggestions? :mug:
