Beer vinegar

I’m making vinegar from a Guava IPA. I used a mother from Apple cider vinegar, it’s been about two weeks and now I have a white film that looks moldy. Or sure if this is part of the normal process or not. Any input would be appreciated

Yes, that doesn't look right. It does look like mold.
It should look like the mother of vinegar- sort of blobby and maybe ugly, but with no fuzziness.

So should I scrap the whole shebang, or is it salvageable?
