I got a wort about 3 week ago from micro brewer and I put in my North West yeast and it's still bubbling along now is this normal for all grain wort.
 
The only way you will really find out what is happening is to take a gravity reading, do you have a hydrometer?

Three weeks sounds a long time for it to be still fermenting.
 
The first kit I ever used did this too. It was a Brewer's Best English Ale kit. Beer came out just fine though. Halite is right though, you need to know what the gravity is to really tell where it's at.
 
Occasional bubbles often are just off-gassing of CO2 after this long. The fast and furious probably occurred in the first 5 days.

Gravity reading is about 1.025 and started around at 1.052 and there a little more head room than I would like.
 
Sounds like it's on track, just slow. Maybe the temperature is on the low end for the yeast.

Or possibly there was not enough Yeast pitched. However if it is still bubbling away then it is getting there, I would leave for another week and check your gravity. Also if it is a little on the cool side then maybe wrap a few blankets around it.
 
Continue on. It would be nice to know the yeast strain and how much you pitched, plus the OG of the wort. But if it's going then RDWHAHB. Sometimes the conditions make it ferment slowly. It will probably be very tasty when it's done.
