What temps are you storing it at? I've had big grav beers take 6 months to carb up. Give them a shake every few weeks to kick the yeast back into suspension, and find a warmer place.
 
My Barley wine almost has not head on it. Even at 27psi at room temp and 10-12 at 36 degrees. But after a few months, it seemed to get more carbed up.
