Aerate the wort before pitching is good however aerating the beer before secondary? Or to aerate beer in primary per 10 days is fatal?
 
Yes. aerating before yeast is good. aerating beer after yeast is bad.
 
Here is the why, OP:

Aerating before you pitch yeast is good, because yeast need that oxygen during the reproductive/growth phase. Once full fermentation starts, yeast enter an anerobic phase, and they will not use the oxygen preset in solution.

Oxygen after fermentation = staling, which then = cardboard tasting beer. Oxygen before fermentation = happy yeast and better beer.
 
The point is that yeast need oxygen to make more yeast to ferment properly, and they'll use up ALL of the oxygen they can get their grubby little mitts on.
If you introduce more oxygen later, they don't need it anymore, and it'll sit around oxidizing everything else, making the aforementioned cardboard flavors.
