Basic CO2 question

Forgive me if I am an idiot but I tend to over think things.

I want to get a CO2 tank to fill head space with. Any advice on what I use to attach to the tank to distribute the gas on demand?

A primary regulator with a shut-off valve would be a good start...

Fill headspace of what? Your carboy?

you could attach a hose to the regulator, put it into the carboy, turn on the gas and then turn it off. most regulators have a check valve with a ball valve on it to turn on/off gas to the hose. If it doesn't, just turn the tank knob on/off.
