Well...it almost sounds like how Crystal/Caramel malt is made, but for normal barley, I don't think it's quite there. The malting process starts up the enzymes, then the growth is stopped by kilning. The enzymes are still there, and we crush the barley then steep in hot water so the enzymes can convert the starch exposed by crushing to sugar.
 
I think the whole point of the article is to get people who like beer on the global climate change bandwagon.

If there's a shortage, the price will go up. That will encourage others to plant more barley.
