No. Leave it on. The second roller is supposed to turn when you're milling because the grain still pushes against it but my o-ring broke once and it worked like crap. Leave it on just push it all the way to the end.
 
My O-ring broke after a few brews. It didn't seem to affect mine. Still working great years later.
 
I think the o-ring is installed to make it easier to check that the passive roller spins freely when the mill is assembled at the factory...

No the oring is very important. It's supposed to come off in one of your batches, and you're supposed to accidentally not realize it until after you've mashed it for an hour.

So can I cut it off with no issues? O-rings. Didn't. NASA have a issue. with those? not funny!
 
Yeah. You can just cut it off. It will eventually fall off anyway.
