balancing hops - Caliente and Citra

Morning all -

working on a pale and using hops in my freezer and decided to work with three in particular

5.5 gallon batch

Beer to be a pale - 11lb 2-row, .5 lb caramunich and 25 lb carapils.

Apollo for bittering and then Caliente (completely new hop to me) and Citra for flavor and aroma. Targeting about 35 IBU

Yeast in my stores is OYL-056 and WY1056.

My issue is - how to balance Caliente and Citra.

I can only guess that a 2:1 ratio will work - but does anyone have any experience with Caliente that would help me plan this out?

I also have Belma (another new to me hop - that could play in or replace Caliente)
