Yeast only produce CO2 as a by-product under aerobic conditions right? Does that mean that stirplate starters taste like barley-flavored water?

No. They reproduce , and then ferment. A starter goes through fermentation. Fermentation is done anaerobically, but not necessarily. Yeast will ferment in the presence of oxygen, or not.
