adjusting photo sizes

I'm trying to superimpose one photo onto another. The problem is, one photo is huge and the other is small and I don't know how to shrink down the larger photo. I have Photoshop CE, Gimp, and Picassa2.

You can resize the photos side by side or use a format ie: pixel or inch and apply that to both images an see if they match up.

to scale
in Gimp, right click on the image.
select Image
select Scale
