I haven't added an extract at bottling before I've only done regular fruit before in secondary so I was wondering if using an extract at bottling(such as 3-4oz) do I reduce the amount of priming sugar?

Nope. The extract does not contain any appreciable amount of fermentable sugar. From my experience with using blackberry extract, add it a little at a time to taste. It only took a few ounces (about 2) to get the flavor I was looking for.
