60 min boil with only a whirlpool hop addition?

Is there a need to do a 60 min boil with only a whirlpool hop addition? I know there needs to be some boil time to sterilize the lme dme and wort but after that is it necessary with a 4oz whirlpool addition?
 
No, you could easily do just 15 minutes, especially since you are just doing extract. I'm sure there are several no-boil folks that would probably say 20-30 minutes at 180 for whirlpool would do just fine too.
 
It depends on your intended outcome, the AA% of hops, and the temp of your whirlpool/ hop stand addition. Brewer's Friend software estimates a 10% utilization of hops in the whirlpool, but it doesn't account for temps. I've been using HomeBrewMap's IBU diversity calculator to figure out whirlpool additions IBU contributions.

Also there's no need to boil in order to pasteurize the wort, you could just bring it up to 82C (180 F), kill the heat, and add the whirlpool (Or 72°C (162°F) for 30 sec; 60C (140F) for 15 min, source). LME and DME have already been boiled once during their production.
 
I recently did a no-boil NEIPA that I just whirlpooled for 20 minutes at 160F. Came out great.

LME and DME can be used without boiling - it's concentrated enough that it doesn't harbour bacteria or wild yeast. Think about hopped extract kits - they are just hopped LME. To make them, the contents of the tin is mixed with a bit of hot water, some DME and/or dextrose added, then it's made up to volume with cold water. LME that has sat in an open container in a manky, mouldy fridge might be a different story.....

Basic Brewing Radio's "Hop Sampler" process. Let's call it a "one minute boil" - as the process heats the wort to a boil (for pasteurization purposes). Once boil is reached, turn off the heat and add the flame-out hops. Note that with this approach, "hop stand" starts at around 210 and ends 30 minutes later.
